Reply quickly, without exposing residents' data
Replying quickly and accurately to residents takes time that departments do not always have. But residents' data, and everything covered by official secrecy (art. 320 of the Swiss Criminal Code), are not something to hand over to an online service without precautions. Swiss Confidentia processes this mail in Switzerland, on a dedicated instance for your authority; you choose who holds the encryption key, and every reply is approved by a person before it goes out.

The service can start with a single mail flow, chosen with your data protection officer. The analysis and the decision remain those of your authority.
Your authority chooses who holds the encryption key, and therefore who can read its content. It also chooses the access route to the instance: direct access in Switzerland, or via a network protection service.

The service does not reply in place of the authority. It prepares; the official approves and signs, as for a letter written by hand. The action log keeps a record of every proposal, correction and approval.
